Project Overview

The Pioneer Valley Planning Commission has initiated development of the Safe Streets Plan to eliminate roadway-related fatalities and serious injuries throughout the Pioneer Valley region. Supported by a U.S. Department of Transportation grant, this initiative will identify critical safety deficiencies and propose actionable improvements for all transportation modes across our communities.

The communities of Springfield, Chicopee, Holyoke, Westfield, and Ware received separate funding to develop their own Safe Streets for All Safety Action Plans. The Pioneer Valley Safe Streets program will align its recommendations with these municipal efforts to strengthen regional strategies, support local planning initiatives, and ensure consistency, collaboration, and shared progress toward safer streets across the region.

Our Approach

The project is grounded in Vision Zero principles and the Federal Highway Administration's Safe System Approach—a multidisciplinary strategy that designs transportation systems to anticipate and mitigate human error rather than simply responding to crashes after they occur. 

Project Goals

  • Conduct comprehensive crash analysis across the region

  • Perform systematic assessments of transportation infrastructure

  • Engage stakeholders including residents, businesses, community organizations, and community leadership

  • Develop evidence-based recommendations that prioritize safety for pedestrians, cyclists, transit users, and motorists

  • Perform prioritization of safety countermeasures and possible projects for the region and each municipality

  • Create an actionable roadmap for implementing safety improvements

Our Vision

By bringing together data-driven analysis, community input, and proven safety strategies, Pioneer Valley Safe Streets will chart a path toward safer streets for everyone—regardless of how they travel. This plan will serve as a blueprint for transforming our transportation network into one that protects all users and prevents tragic losses on our roadways.
